POSITION DESCRIPTION
The Regional Chief Human Resources Officer (RCHRO) is the executive leader responsible for the human resources program for Hilo Medical Center and the East Hawaii Region of Hawaii Health Systems Corporation (HHSC), one of the largest employers on the Big Island of Hawaii. This position services as chief advisor to the Regional CEO and other regional executives on human resources management matters. The RCHRO has oversight for activities such as recruitment, placement, classification and compensation, training and organizational development, labor relations/union collective bargaining, maintenance of human resources records and reports, FMLA, workers’ compensation, Employee Health and Equal Employment Opportunity/Affirmative Action.

MAJOR DUTIES & RESPONSIBILITIES:

  • Provides direct and indirect leadership to Human Resources staff of approximately 30.
  • Establishes work performance standards, rates job performance and discusses ratings with employees in order to meet State requirements.
  • Collaborates with HR managers to provide oversight to different sections, including Employee Engagement/Labor Relations, Recruitment, Classifications & Transactions, FMLA & Workers Compensation, Employee Health, Organizational Development and HR Information Systems.
  • Oversees the Affirmative Action/Equal Employment Opportunity Program for the East Hawaii Region to ensure compliance with State and Federal laws and requirements through the analysis of hiring data, development of policies, procedures and Affirmative Action Plans, and representing the East Hawaii Region in the investigation and resolution of informal and formal complaints.
  • Reviews and monitors existing human resources plans and programs, policies, procedures, systems and activities of the East Hawaii Region, providing analysis and recommendations for changes necessary to help the region fulfill its operations.
  • Provides guidance and support to human resources staff and administrators at the region’s 501(c)3 organizations, including East Hawaii Medical Group, East Hawaii Health Pharmacy and Yukio Okutsu State Veterans Home.
  • Negotiates labor union contracts with the East Hawaii Region’s 501(c)3 organizations.
  • Participates in internal and external meetings as a representative of the senior leadership team.
  • Holds delegated authority to perform assigned responsibilities, including approval or disapproval of negotiated settlement offers, position classification actions, requests to fill positions, temporary assignment actions.

 


JOB REQUIREMENTS

Education: Bachelor’s degree in human resources administration, business (or related field) from an accredited college or university required. Master’s degree strongly preferred.

Specialized Experience: At least three and one half (3 ½) years of professional experience in one (1) or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, salary or wage administration, employee management relations and services, employee development, human resources program development and services, and human resources research. Experience in healthcare and representing the employer with union collective bargaining strongly preferred.

Supervisory Experience: Two (2) years of supervisory experience, which may include planning and directing the work of others; assigning and reviewing their work; advising them on difficult problem areas; timing and schedule their work; and training and development of new employees;

Administrative Experience: One (1) year of administrative experience which involved active participation in and major responsibility for the development, management, execution and coordination of human resources policies, activities and programs.

Licensure: Current valid Hawaii State driver’s license, Type 3.

Medical Examination Requirement

Shift Details

Must be available to work shifts, weekends and holidays as necessary based on hospital operations. Services are provided 24/7.
