The California Department of Public Health (CDPH) is currently hiring for a Senior Accounting Support Officer within our Financial Management Branch (FMB). In this critical role, you will be responsible for performing the more difficult accounting duties that require an understanding of the entire accounting process.

The Financial Management Branch (FMB), within CDPH’s Administration Division, is responsible for the preparation, analysis, and management of the Department’s budget, maintenance of accounting records and financial data, and acting as the liaison with the Department of Finance (DOF), Legislative Analyst’s Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department.

We are looking for someone that has extensive knowledge of, or experience with, revolving funds, financial-related information systems, year-end close activities (including accruals), reconciliations, and master payroll.

Responsibilities:

  • Distribute all State Controller pay-related warrants issued, including master-payroll, overtime, stipend, and garnishment warrants
  • Act as a liaison between Personnel, Accounting, Control Agencies, and departmental employees on payroll distribution issues
  • Analyze payroll distribution procedures, meet with payroll liaisons, and make recommendations for improvements to payroll distribution
  • Reconcile the State Treasurer’s Office report with Office Revolving Fund (ORF) log to identify any discrepancies, verify the status of ORF in a timely manner, and proactively contact the relevant unit to ensure prompt cashing
  • Monitor the issuance of daily requests for ORF related to advances or urgent payments to ensure requests are processed on time and ensure proper approvals are practiced
  • Review fiscal entries for accuracy and compliance with financial coding standards to ensure vouchers are correctly posted in the Financial Information System for California (Fi$Cal) and approve vouchers accordingly

Desirable Qualifications:

  • Minimum of three (3) years of increasingly responsible, professional accounting or auditing experience, preferably in a governmental or private setting
  • Experience reporting and/or analyzing accounts, records, funds, and financial operations of the entity
  • Excellent analytical, communication (both oral and written), and customer service skills
  • Experience corresponding and resolving issues with staff at all levels and with various control agencies or other stakeholders
  • Ability to work both independently and as part of a team
  • Ability to be flexible in a fast-paced environment with complex projects and multiple priorities
